How to file an ERCOT interconnection request (GINR) in RIOO-IS

Updated

General information, not a substitute for the advice of an attorney.

Who grants it: ERCOT, through RIOO-IS (Resource Integration and Ongoing Operations, Interconnection Services), with the host transmission service provider running the studies.

When it applies: Generation of 10 MW or more at the point of interconnection, per Planning Guide 5.1.1 (smaller projects go through the utility's distribution process and still register). ERCOT publishes no county permit for this; the request is the approval path.

What the application asks for, and where to find it

The application asks forWhere you find itHow
Interconnecting Entity (IE) accountThe agency's websiteSign up in RIOO-IS with the IE sign-up guide.
Point of interconnection: substation or line, voltageYour engineerYour electrical engineer picks it from the transmission map; the report's "Nearest power line" row (HIFLD, kV) and the POI finder are the starting points.
Site coordinates, county, parcelThis site: the land reportThe land report: coordinates and county (page 2), property ID (Lease page).
Technology, nameplate MW, inverter or turbine dataYour engineerEquipment data sheets; stability model data follows later under Planning Guide 6.2.
Electrical one-line diagramYour engineerFrom the electrical design; the request and the Full Interconnection Study both use it.
Projected commercial operation dateYou (the applicant)Your schedule; compare with the schedule page.
Site control evidenceThe landownerThe signed lease or option (the report's Lease page lists what it must contain); ERCOT and the TSP ask for proof of site control.
Fees and securityThe agency's websiteAmounts are in the ERCOT Fee Schedule in the Protocols and Planning Guide Section 5; the interconnection page keeps the sourced figures.
What the "where you find it" column means
This site: the land report
Run the spot on the land report; the value is on the page named, with its agency source.
Appraisal district (tax assessor)
The county appraisal district record: property ID, legal description, acreage, owner of record, agricultural valuation. The report's Lease page links it; the Permits page lists the district's phone.
The landowner
Only the owner can supply it: signed authorization, deed reference, existing leases, access, their contact details.
Your engineer
From your civil or electrical engineer: site plan, disturbed acreage, drainage, the electrical one-line, nameplate and inverter data, structure heights.
Surveyor or title company
Boundary survey, legal description for recording, easements of record, title commitment.
The agency's website
The agency publishes it: forms, fee schedules, community numbers, district offices, portal accounts.
You (the applicant)
Your entity details: legal name, address, signatory, contacts, FEIN, insurance.

How to file it

  1. Confirm the request is required under Planning Guide 5.1.1 (Planning Guide).
  2. Create the IE account and submit the GINR in RIOO-IS, following the over-10 MW INR guide; pay the fees in the Fee Schedule.
  3. ERCOT screening study, then the election to proceed to the Full Interconnection Study run by the host TSP (the clocks are on the interconnection page).
  4. Execute the Standard Generation Interconnection Agreement (the Nov 6, 2025 form for agreements signed on or after Jan 1, 2026), then register as a Resource Entity.

Fees and clocks

ERCOT's page points to the Fee Schedule in the Protocols for all fees; the study clocks and deposits, with their sources, are on this site's interconnection page and schedule page.
