What can Maricopa County require of a project?

Arizona has no state siting permit for solar, wind, or battery plants and no state decommissioning law, so Maricopa County's own zoning sets most of the rules; a transmission line of 115 kV or more needs a state certificate (state rules).

County rules and recent actions: On December 10, 2025, the Board of Supervisors approved a zoning ordinance update, effective January 9, 2026, that adds definitions for emerging technologies including battery energy storage systems. (Maricopa County zoning ordinance; county announcement)
