What can Yuma County require of a project?

Arizona has no state siting permit for solar, wind, or battery plants and no state decommissioning law, so Yuma County's own zoning sets most of the rules; a transmission line of 115 kV or more needs a state certificate (state rules).

County rules and recent actions: Utility-scale solar and storage need a special use permit; in the RA-40 district, electric generating facilities are a special use. A 2026 staff report for a 200 MW solar and battery project recommended a decommissioning bond, perimeter fencing, and a traffic impact analysis. (Yuma County staff report (PDF))
