What can Santa Cruz County require of a project?

Arizona has no state siting permit for solar, wind, or battery plants and no state decommissioning law, so Santa Cruz County's own zoning sets most of the rules; a transmission line of 115 kV or more needs a state certificate (state rules).

We did not find a county ordinance written specifically for utility-scale solar or wind in Santa Cruz County; ask the planning and zoning office which permit applies.
