What can Pinal County require of a project?

Arizona has no state siting permit for solar, wind, or battery plants and no state decommissioning law, so Pinal County's own zoning sets most of the rules; a transmission line of 115 kV or more needs a state certificate (state rules).

County rules and recent actions: On February 18, 2026, the Board of Supervisors denied three items for an approximately 8,122-acre solar and thermal generation project near Florence Junction. (KVOA)
