What can Apache County require of a project?
Arizona has no state siting permit for solar, wind, or battery plants and no state decommissioning law, so Apache County's own zoning sets most of the rules; a transmission line of 115 kV or more needs a state certificate (state rules).
County rules and recent actions: On December 2, 2025, the Board of Supervisors approved a conditional use permit for Juniper Spring Solar, a 500 MW solar and battery project on state trust land, which local press described as the first county-approved utility-scale solar project. In 2026 the county has been rewriting its renewable energy ordinance, and on May 6, 2026 the planning and zoning commission discussed pausing new applications while the rewrite is finished.
